$\begin{align}  & \frac{{{4}^{x+3}}}{{{16}^{2x-3}}}=1 \\ & {{4}^{x+3}}={{16}^{2x-3}} \\ & {{2}^{2(x+3)}}={{2}^{4(2x-3)}} \\ & \text{Equating the powers} \\ & 2(x+3)=4(2x-3) \\ & 2x+6=8x-12 \\ & 6x=18 \\ & x=3 \\\end{align}$
