$\begin{align}  & volume=\pi {{r}^{2}}h \\ & 6160{{m}^{3}}=\frac{22}{7}\times {{28}^{2}}\times h \\ & h=\frac{6160\times 7}{22\times {{28}^{2}}}=2.5m \\\end{align}$
